LIFE CHIP-EU

What is LIFE CHIP-EU?

LIFE CHIP-EU is a project funded by the European Union’s LIFE Programme that aims to accelerate the decarbonisation of heating and cooling systems in European cities. To achieve this, it promotes the development of integrated and sustainable local plans designed to transform the way cities produce, distribute and consume thermal energy.

The project proposes an approach based on collaborative governance, integrated planning, and the practical implementation of solutions, combining energy, urban, territorial and social dimensions. Through co-creation processes involving public authorities, businesses, experts, organisations and citizens, CHIP-EU seeks to facilitate the transition towards more efficient, sustainable and resilient thermal systems.

Project Objectives

  • Promote sustainable heating and cooling planning, providing cities with tools and methodologies to design energy transition strategies tailored to their local context.
  • Integrate energy, urban planning and territorial development, taking into account buildings, public spaces, infrastructure, land use, urban regeneration and socio-economic factors in a coordinated way.
  • Promote participatory governance models, engaging public authorities, businesses, specialised organisations and citizens in the definition of energy solutions.
  • Facilitate project implementation, by identifying priority measures, financing mechanisms and business models that can turn planning into concrete actions.
  • Strengthen the institutional and technical capacities of cities to lead and manage the energy transition of their heating and cooling systems.

Valladolid, a Pilot City for Integrated Energy Planning

The Valladolid City Council participates in LIFE CHIP-EU as a pilot city, working alongside the University Institute of Urban Planning of the University of Valladolid (UVA-IUU) on the development of the Integrated and Sustainable Heating and Cooling Plan for Valladolid (ISHCP).

The aim is to design a roadmap tailored to the city’s urban, energy, institutional and socio-economic characteristics, aligned with European energy efficiency requirements. To achieve this, the project will analyse Valladolid’s heating and cooling demand, available renewable energy sources and waste heat, existing infrastructure, and opportunities to integrate energy planning with urban development.

The initiative will also establish a local Living Lab, a permanent collaborative platform bringing together public authorities, experts, businesses, organisations and citizens to co-create solutions and define priority actions.

As a result, Valladolid will have an integrated strategy for transforming its heating and cooling systems, a prioritised portfolio of projects and measures, and new governance and participation tools that will support the future implementation of energy transition actions across the city.
