Climate Neutrality
The European EMC3 project (“Enabling Massive Change for Climate-neutral Cities”) aims to facilitate the deployment of city-scale strategies that drive large-scale energy renovation and the refurbishment of the built environment in Spain.
The initiative builds on the progress achieved through the previous URBANEW project, which also involved the Spanish Mission Cities: Madrid, Barcelona, Valencia, Seville, Zaragoza, Vitoria-Gasteiz, and Valladolid. Together, they seek to address the challenges of energy efficiency and building renovation, with the goal of improving quality of life through greater citizen participation in urban regeneration.
EMC3 is currently in its early stages and is scheduled for completion in September 2026.
Valladolid: Training and Awareness Raising
The seven Spanish cities participating in the European Mission “100 Climate-Neutral and Smart Cities by 2030” under the
Horizon Europe programme will work across four key areas:
- Strategic planning
- Regulatory adaptation
- Multi-level governance
- Financing mechanisms
Each city will develop its own local programme. Valladolid's pilot project will focus on professional sector training and public awareness campaigns aimed at citizens. It will also promote cooperation with other cities in the joint search for solutions.
This initiative supports the urban renovation wave taking place across Europe and involves other organisations such as GBCE (Green Building Council España).
Guide for the Creation of Renovation Offices
One of the project's key actions is the development of a guide for the establishment of renovation offices, designed to provide advice and support to citizens interested in renovating their homes.
