Valladolid joins three new European projects on energy, circular economy and sustainable construction

  • The City Council of Valladolid has approved its participation in three new European projects under the Horizon Europe, LIFE and New European Bauhaus programmes. These initiatives are part of international consortia bringing together more than 50 countries and a wide range of local and national partners.
     
  • Through these projects, Valladolid will receive a total budget of €357,000, almost entirely funded by European programmes. This funding will enable the management and implementation of the initiatives and will contribute to strengthening the Valladolid Mission: Climate‑Neutral City by 2030, with the aim of achieving a healthier and more sustainable urban environment.
     
  • The projects address three strategic areas for the city: sustainable energy, circular economy and environmentally responsible construction.
Sustainable energy: planning future urban cooling networks
In the field of energy, Valladolid will take the first steps towards planning a sustainable urban cooling network for residential buildings. This work will build on the city’s experience with district heating networks, where Valladolid is already a national benchmark thanks to the pioneering system developed by the Regional Government of Castile and León through SOMACYL.
Circular economy and low‑carbon construction
Within the circular economy framework, the Provincial Waste Treatment Centre of Valladolid will tackle two key challenges: reducing the carbon footprint of the construction sector and generating value from underused urban waste.
Among the solutions to be explored are the reuse of mixed textile waste to manufacture insulation panels for construction, as well as the use of biomass ash generated by Valladolid’s district heating network—currently disposed of in landfills—to produce cement.
Sustainable urban regeneration and the New European Bauhaus
In line with the European renovation wave, one of the approved projects under the New European Bauhaus programme will promote sustainable urban regeneration. The initiative seeks to create spaces that improve quality of life, respect the environment and strengthen social cohesion, in accordance with the principles promoted by the European Union.

The project will enable concrete progress in planning a future urban cooling network. Its objective is to support European cities and municipalities in developing integrated and sustainable heating and cooling plans. Through an innovative support framework, the project focuses on planning, implementation and replicability. The City Council of Valladolid participates as a pilot city, applying and validating the methodological framework in a real urban environment by testing proposed solutions, contributing its experience in district heating networks and advancing sustainable cooling solutions.

Regional Circularity Hubs for a Bio‑based and Resilient Built Environment

The Provincial Waste Treatment Centre of Valladolid will establish a replicable urban biorefinery model aimed at reducing embedded CO₂ in new construction materials by more than 30%. The project foresees the creation of 4 to 6 new skilled jobs and the development of a scalable model to transform urban waste into a valuable resource. Partners also include CARTIF, FCC Group and the Natural Heritage Foundation of Castile and León.

The project aims to demonstrate how innovative social entrepreneurship can drive sustainable, inclusive and aesthetically integrated neighbourhoods, in line with the principles of the New European Bauhaus. The City Council of Valladolid will promote new governance models based on local energy communities. Through participatory processes and with technical support from different entities, collaboration will be encouraged to move towards more efficient use of energy and water.
